Log:
More netcdf autodetection bits.

The previous incarnation wouldn't reset the flags if a detection was
unsuccessful leading to failed builds.

This time the flag detection has been split up to allow for adding
more flags to be able to detect more different scenarios like libs
under /usr/local, 64 vs 32 bits (lib64) etc.

Tested with two different netcdf implementations as well as no netcdf
present.
