*) Improvements to formatting and comments
*) Changed variable 'EMStaticField' to 'EMStaticElectricField' to be more explicit, and even put in the 'messages_obsolete_variable' this time...
*) Fixed a problem with unocc calculation that was causing test failures after my reorganization of LCAO: wavefunctions should not be initialized randomly in the unocc case because the right ones are already present.
