This is a bug, the file was missing from the tarball. Thanks for reporting
it.
I have fixed it and now the file is available.
You can get the missing file directly from out repository:
http://www.tddft.org/svn/octopus/tags/3.0.0/external_libs/libnbc/dict_private.h
